The Hokage are the elected leaders of the Hidden Leaf, the strongest village in Naruto. They are chosen by the village elders, but their popularity among the residents was also a defining factor. The Hokage system was established shortly after the Hidden Leaf was founded by Hashirama Senju and Madara Uchiha.
While most attribute Hashirama to the foundation of the village, it was actually Madara Uchiha who coined the name. Hashirama wanted Madara to become the Hokage, but the elders and the people wanted the Senju to take the position. There have been a total of eight people who have served in this position.

The Hokage has a lot of responsibilities, and their word carries a lot of weight. So, it's important that they get at least most of their decisions right. However, the Hokage are only humans, which is why they have made some bad calls during their tenure. But Tobirama Senju was constantly involved in some of the worst decisions in the history of the Hidden Leaf.
Tobirama came into power after Hashirama Senju. He was a lot different from his elder brother, and he was a staunch believer in curbing problems before they could escalate. Tobirama always considered the Uchiha troublesome people and stayed cautious of them. Not long after being appointed the Hokage, Tobirama began the process of segregating the Uchiha from the rest of the village.
He believed that the Uchiha were volatile, so it was better to sideline them. So, Tobirama assigned them to the Leaf Police Force to keep them busy. He even removed them from almost all positions of power. His absurdity didn't stop there. Tobirama ensured that the Uchiha lived separately from the rest of the villagers. These decisions made the Uchiha clan members feel unwanted.
They were made to feel inferior, which is why they slowly began to despise the village. The seeds of hatred were sown by Tobirama, who kept on making one ridiculous decision after another. Just because he thought of the Uchiha clan members as highly emotional people, he decided to separate them. While he did not openly admit to hating the Uchiha, his actions strongly implied that he did.
Tobirama's actions caused problems for Hiruzen Sarutobi, who became the Third Hokage. Hiruzen had to deal with growing discontent within the Uchiha Clan. He tried his best to ease the tension, but the Uchiha had had enough. They were planning a coup d'état to overthrow the regime. If the Uchiha were allowed to start the coup, it would have resulted in massive casualties. Hiruzen was also rather passive in his approach. He allowed Danzo to have a lot of power, and eventually, it led to the Uchiha Clan massacre. The entire thing could have been avoided if Tobirama had not been so racist towards the Uchiha, which is why he is by far the worst Hokage in the series.

Naruto's Reign Was Mostly Peaceful
Out of all the Hokage, Naruto's reign was the most peaceful. Initially, he was despised by the entire Hidden Leaf, but he won them over with his actions. He was the reason that the village survived Pain's onslaught. Additionally, Naruto played a key role in the Fourth Great Ninja War, where he stopped Obito, Madara, Kaguya, and Sasuke. He put his life on the line to protect the people he held dear. Due to his heroic deeds, Naruto became the strongest ninja in history.
The majority of his reign as the Hokage was devoid of trouble. He formed excellent relations with other villages and stopped almost all wars. The leaders of other villages respected and trusted Naruto, which is why they never tried to attack the Hidden Leaf. Unfortunately, Naruto's reign as the Hokage came to a halt in Boruto, with Shikamaru taking over the duties. The decision did not go down well with fans, who were expecting Naruto to stay in the position for a long time.
